    The proper transport means are available through the company’s system of relationships.
    Therefore we are able to buy both on FOB (in any safe port of the world) or CIF (Western Europe) conditions.

    Purchase offer
    We are able to take over the following quantities:
    R.E.B.C.O
    Russian Export Blend Crude Oil
    Light crude oil from 5,000,000 to 8,000,000 barrels (bbls) / month
    FOB (in safe port ) or CIF (Western Europe)
    Diesel oil 0.2
    200,000 MT / month or more.
    FOB (in safe port) or CIF (Western Europe)
    Aviation Kerosene Colonial Grade 54 JET FUEL
    3,000,000 to 5,000,000 barrels/month
    (CIF Rotterdam)
    Payment Terms: 100% irrevocable, non-transferable, (1 month) Revolving Documentary RD L/C to be opened from a prime bank on a cargo-by cargo basis upon receipt of Terminal Confirmation.
    No deviation from this is desirable!
    Contract period: at least 3 or 5 years.
    No contracting with brokers is desirable! We wish to discuss exclusively with extracting companies or with their exporters (operative or ad hoc firms).
    Exclusively companies actually having export quotas or allocations etc. are of interest for us.
    For being able to start, definition and compilation of the fundamental conditions is indispensable in the Seller’s offer.

    Our relevant questions to Seller are as follows:

    Exactly what product are we speaking of?
    When and with what quantity of D2 we can start and when the monthly supply quantity of 500,000MT can be attained thereafter?
    When and with what quantity of crude oil we can start and when the monthly supply quantity of 5,000,000 bbls can be attained thereafter?
    When and with what quantity of jet petrol we can start and when the monthly supply quantity of 5,000,000 bbls or the maximum supply capacity can be attained thereafter?
    We are awaiting a product specification (in order to accelerate the procedure: no general standard) and the relevant laboratory tests at a later time.

    You wish to sell on CIF or on FOB conditions?

    What is the price under these conditions? (Discounts? Gross? Net?)
    4.
    Has the Seller understood and accepted our procedure as detailed? Please confirm.
    5.
    For what period Seller wishes to contract?
    We look forward to Seller’s detailed offer, answering the above-described questions and taking into account the procedure specified below (via e-mail).
    Also a simpler (amicable) letter would do if it contains the basic figures, confirms the procedure and provides the required information; but these are inevitable!

    1) Seller sends to the Mandate the Draft Contract agreeing and signing electronically, afterwards hard copy.
    2) Verification of POP by buyer.
    3) Seller issues 2% NON-operative P. Bond.
    4) Buyer issues irrevocable, revolving prime bank or confirmed RD L/C.
    5) Seller sends Transneft’s telegram, RD L/C will be activated.

    Normal ICC Procedure
    1. Above all, Offer via E-Mail (Offer) a needed! In answering questions.
    2. Buyer issues Letter of Intent (LOI).
    3. Seller / Seller’s representative issues Full Corporate Offer (FCO) to Buyer, together with the documents confirming the presence of product (POP).
    Confirmation of Official Terms and Conditions (FCO and draft contract) MT 799.
    Allocation in seller’s name
    4. Buyer to sign, stamp and sends FCO to the Seller, together with irrevocable corporate purchase order (ICPO) Buyer.
    5. The buyer and seller exchange signed contracts.
    6. The seller sets the non-operational p / bond in favor of the Buyer.
    7. The buyer sets the operative, confirmed and Revolving Documentary Letter of Credit in favor of the Seller. (NON- TRANSFERABLE, RDLC)
    8. The seller gives the tentative date for the loading of the vessel to the buyer.
    9. The buyer nominates vessel (s) for loading for loading cargo at the port.
    10. Seller confirms acceptance of vessel and 3 day Lay-can date range to buyer.
    11. Upon receipt from the seller’s acceptance of the vessel (s) and 3 day Lay-can range the buyer shall fix vessel(s) and vessel master(s) will give ETA to loading port.
    12. In the port of loading, after notice of readiness (NOR) of the vessel will begin loading.
    13. After loading the seller delivers the documents to his bank for payment.
